Hopefully, you looked at that question and said, the answer also depends on how infectious the disease is, the severity of the condition and whether there are effective therapy options, overall budget and what the money would be spent on if not spent on testing.
I put that last question in to make you think about all the different aspects of the problem. Any monies spent in one area means less money spent elsewhere therefore decisions about the relative value of one course of action over another is a constant feature of healthcare (not just public health).
I also wanted to really hammer home that any testing decision needs to take into account incidence, the test quality alone is never sufficient information.
